Tractor Companies Seek Delay in Emission Rules, Agri Panel Submits Report

05-July-2025: India’s tractor manufacturers are urging the government to delay the rollout of TREM V emission norms, citing cost concerns for small and marginal farmers. A committee under the Agriculture Ministry has submitted a report on the matter, which is currently under review.

Industry Fears Cost Burden on Small Farmers

Manufacturers argue that implementing the new norms from April next year could push tractor prices higher, making them unaffordable for small-scale users. Raman Mittal of International Tractors Ltd. stated that prices of lower HP tractors could rise by at least 15%, creating a financial burden for those already struggling with rising input costs.

Adding to the concern, Tractor Manufacturers Association (TMA) President A.S. Mittal noted that countries like the US, Australia, Brazil, and Thailand have also raised doubts over adopting Euro V-style norms for agricultural equipment.

The disconnect between Indian and global tractor usage was also highlighted—while the average tractor sold in India is under 50 HP, Europe typically uses models in the 200–250 HP range. Manufacturers believe applying uniform standards across such diverse markets may not be practical.

The debate is also tied to India’s overall farm mechanisation level, which currently stands at around 47%, far behind China (60%) and Brazil (75%). Any move that makes tractors more expensive could further slow mechanisation, particularly among smallholder farmers.
